What Is a Winter Protection Plan for Utility Bills?

Learn who qualifies for Michigan winter shutoff protection and what monthly payment keeps it active.

A Winter Protection Plan for utility bills is seasonal shutoff protection that prevents disconnection for nonpayment for enrolled eligible customers. In Michigan, it applies to MPSC-regulated electric and gas utilities from November 1 through March 31. The Michigan Public Service Commission describes this protection as a deferral, not forgiveness, on its assistance page Michigan assistance page.

You still owe for all energy you use during the winter months.

Who Qualifies in Michigan?

Upper Peninsula Power Company lists two main groups for Michigan winter protection. Seniors age 65 and older receive protection for the heating season regardless of income. Households at or below 150% of the federal poverty level also qualify.

Other Michigan households qualify if they receive MDHHS cash or food assistance or Medicaid. SEMCO Energy Gas Company says those customers must enroll through their utility SEMCO assistance page. Registration opens November 1.

  • Age 65 or older
  • Income at or below 150% of poverty level
  • Receives MDHHS cash, food assistance, or Medicaid

What Do You Pay to Stay Protected?

Enrolled low-income customers must pay at least 7% of their estimated annual bill each month from November through March. Past-due balances are paid in equal monthly installments until the next heating season. The Michigan Public Service Commission lists both payment rules on its assistance page Michigan assistance page.

The Commission notes the plan defers rather than forgives bills. You still owe all electricity and gas you use. You must arrange to pay all outstanding balances after March 31 before the next heating season.

For example, 7% of a $1,400 estimated yearly bill equals $98 per month.

How Do You Enroll Before Winter?

You enroll directly with your utility for Michigan protection. Registration opens November 1. Call your utility or 211 before cold weather to ask about forms and timing.

Participation does not erase responsibility for usage during the season. Ask about companion aid such as State Emergency Relief or MEAP when you call. DTE Energy separately lists Senior Winter Protection with no shutoffs November 1 through March 31 for customers age 65 and older.

  • Find your utility account number and recent bill
  • Call your utility or 211 before November
  • Ask about Winter Protection enrollment and companion aid

Why Do Rules Differ by State?

The same winter protection name does not mean the same rules. Connecticut runs a hardship Winter Protection Period from November 1 through May 1. The Connecticut Public Utilities Regulatory Authority outlines that separate payment-assistance period on its assistance page Connecticut assistance page.

Always check your own state and utility terms before you act. Michigan dates, income limits, and 7% payment terms do not transfer to other states. Call your utility or 211 before temperatures drop to confirm your dates and enrollment steps.
