What do Portland's 2026 grants mean?
Oregon's DCTP grants fund devices and public Wi-Fi rather than cash prizes. The Oregon Broadband Office announced the 2026 awardees on April 10. Portland awardees include CETI, Free Geek, Hacienda CDC, Lutheran Community Services NW, Oregon Rohingya Myanmar Muslim Society, and Transition Projects, according to Business Oregon's DCTP announcement.
Treat these organizations as potential program leads, not walk-in giveaway locations. The award list does not promise that every provider has devices ready for individuals, and funded projects have until September 30, 2026, to finish.
Equipment loans for people with disabilities
Oregonians age four or older may qualify for specialized communications equipment through the state's Telecommunication Devices Access Program. Applicants need a certified hearing, vision, speech, mobility, or cognitive disability. The program can provide no-cost equipment loans, including tablets or cell phones.
It has no income guideline and generally allows one device per applicant, as explained by the Oregon Public Utility Commission. This is a disability-access program, not a general laptop giveaway. The equipment must address an eligible communication need.
How to pursue a device efficiently
