How to Qualify for a Low-Income Utility Discount Rate

Match your household size and income or benefits to a discount, then file proof with your utility.
You qualify for a low-income utility discount rate by meeting an income limit for your household size or by receiving a qualifying public benefit, then filing your utility's application with proof. A utility discount rate is a lower monthly price for electric, gas, phone, or broadband service for eligible households. The savings can be large, but each program has its own limits.
Some cover electric and gas bills. Others cover heating aid or phone and broadband service.

What income limits should you check first?
Household size controls most electric and gas discounts. The California Public Utilities Commission lists CARE savings at 30-35% off electric bills and 20% off natural gas, plus a Base Services Charge of about $6 per month instead of $24.15 reduced California energy charges. For June 2026 through May 2027, the same source lists CARE caps of $43,280 for one to two people, $54,640 for three, $66,000 for four, and $77,360 for five, plus $11,360 for each extra person.
Phone and broadband help uses a different test. The Universal Service Administrative Company states that Lifeline allows household income at or below 135% of the Federal Poverty Guidelines 2026 Lifeline income standards. Check the chart for your household size before you apply.
If your income is just above a cutoff, look for a second tier. Southern California Edison reports 32.5% off electric bills under CARE and 18% off under FERA for households slightly above CARE income limits SCE CARE and FERA savings. Do not assume a denial from one program ends your options.
Can benefits qualify you without an income calculation?
Many programs allow categorical eligibility through public benefits. In California, enrollment in Medi-Cal/Medicaid, WIC, or Healthy Families can qualify a household for CARE, and applicants must request an application from their utility such as PG&E, SCE, SDG&E, or SoCalGas. The California Public Utilities Commission describes both the benefit path and the utility-application step reduced California energy charges.
Lifeline works the same way for phone and broadband. Participation in SNAP, Medicaid, SSI, Federal Public Housing Assistance, or Veterans Pension can qualify a household, and applicants apply through the National Verifier at lifelinesupport.org. The Universal Service Administrative Company lists both the benefit paths and the income path 2026 Lifeline income standards.
Keep proof of current enrollment. A benefit card, award letter, or account printout with your name and date often moves faster than a manual income review.
How do you apply for electric, gas, and heating help?
Start with the company that bills you. Your electric or gas utility handles its own discount enrollment, so request its CARE or FERA form directly. Fill in every household member, sign where asked, and attach income proof if required.
Heating aid has strict timing and funding limits. The Illinois Commerce Commission lists LIHEAP heating aid opening Oct. 1, 2026 for select groups and Nov.
1, 2026 for other income-eligible households, running through Aug. 13, 2027 or until funds are exhausted Illinois heating aid schedule. Apply early in the season when funds remain.
Use this short checklist before you submit:
- Put the bill in the applicant's name where the program requires it.
- Gather recent utility bills and income proof for everyone in the home.
- Send the form to the address or portal shown on your bill.
How do you apply for phone and broadband discounts?
Contact a participating Lifeline provider in your area first. Confirm that it offers the phone, broadband, or bundled service you want at your address. Ask what discount amount will appear on your bill.
Then complete eligibility review through the National Verifier. The Universal Service Administrative Company points applicants to that review for both income-based and benefit-based Lifeline qualification 2026 Lifeline income standards. Keep your approval message until the discount shows up.
Watch for delays from mismatched records. Use the same name, address, and birth date on your benefit papers, Verifier form, and provider order.
