How to Get Help Paying Your Water Bill in Winter

Learn which utility discounts and local funds can lower a winter water bill and what papers to bring.

To get help paying your winter water bill, contact your water utility's assistance office and call 211 for a local referral. Those two contacts can connect you to discounts, payment plans, and nonprofit funds in your area. Customer Assistance Programs are utility-run aid programs that lower bills for customers with limited income.

The HHS Administration for Children and Families says funding for the federal Low Income Household Water Assistance Program is no longer available and households cannot receive benefits at this time in its Waterhelp Households Information page. That closure makes utility and local aid the current path.

Why energy aid does not cover water

Federal energy aid has narrow limits. The HHS Office of Community Services limits Low Income Home Energy Assistance Program money to home-energy purposes, so it cannot pay water or sewer bills. That rule matters in winter.

Households that receive heating aid still need separate water aid. Seek water-specific help instead of asking for energy funds to cover water.

Ask your water utility first

Start with the company that sends the water bill. The U.S. Environmental Protection Agency reports many water and wastewater utilities operate Customer Assistance Programs that use bill discounts, special rate structures, and other measures to maintain drinking-water access in its Water Affordability Resources for Consumers.

Ask about every form of relief. Programs may offer a reduced rate, a temporary discount, a payment plan, or a payment extension. Give your account number, household size, and income when you call.

Where to find one-time local help

United Way's 211 service advises people behind on electric, gas, water, or internet bills to call 211 for a local specialist referral. The specialist can match your address to nearby funds. The same service advises asking the utility about payment plans, temporary discounts, or nonprofit funds.

Local charities may pay a bill once when funds allow. Salvation Army offices in Loudoun County, for example, cover water countywide except Leesburg, require a bill showing a disconnection date, and limit water aid to once yearly. Rules change by county, so ask about amount limits, service area, and frequency.

City programs show how local terms vary. In Washington, D.C., the District government Utility Discount Program offers eligible residents about $77 off the monthly DC Water bill plus annual energy payments of $250-$1,800. Recipients must reapply each September through the Department of Energy and Environment.

Do winter shutoff rules pause water shutoffs?

Some utilities bar winter water shutoffs for eligible customers. Pittsburgh Water promises no termination for nonpayment from December 1 through March 31 for households at or below 300% of the federal poverty level in its Customer Assistance Programs flyer, February 2026. Protection is local and income-based.

It does not erase the balance. Ask your utility whether a winter pause applies to you, what income proof it needs, and whether you must enroll before December.

What to gather before you apply

United Way's 211 guidance and the District application checklist point to the same papers. Gather them before you call or visit. Eligibility and fund availability vary by locality, so two applications often work better than one.

Apply through both the water utility's assistance office and the local Community Action Agency or 211 referral. In D.C., mark September to reapply and keep copies of each form.

  • Photo ID for the applicant
  • Social Security numbers for household members
  • Recent water bills, including any shutoff notice
  • Proof of income, such as pay stubs or benefit letters
