How Much Does LIHEAP Actually Pay Toward Your Bill?

See typical LIHEAP payment ranges, state examples, and how credits apply to your utility bill.

LIHEAP, the Low Income Home Energy Assistance Program, typically pays a few hundred dollars toward a household heating or cooling bill. The National Council on Aging reports an estimated national-average heating benefit of $662 per household in FY2022, when aid reached about 5.13 million households, in FY22 benefit figures summarized by the National Council on Aging. There is no single national LIHEAP check.

LegalClarity explains that each state sets its own benefit schedule from the federal block grant using income, household size, fuel type, energy costs and available funding, in LegalClarity's explanation of LIHEAP benefit schedules.

Why your amount depends on your state

Your state decides the payment scale, not Washington. That scale weighs household income and size against fuel type, local energy costs and the funds left for the season. That means two households with similar bills can receive different amounts.

Fuel, region and timing all affect the final grant.

What typical payments look like

Regular heating aid tends to be lower than crisis aid. LegalClarity cites FY2024 estimates of about $380 for regular heating, $583 for cooling and $673 for year-round crisis assistance. Use those figures as rough ranges.

Your benefit type matters as much as your bill size.

  • Regular heating help covers part of seasonal costs
  • Cooling help applies where the program offers it
  • Crisis help responds to shutoff or equipment problems

Two state examples show the range

Pennsylvania set 2025-26 regular cash grants from $200 minimum to $1,000 maximum per household. The Pennsylvania Department of Human Services bases the amount on income, household size, fuel type and region. New York shows even wider variation.

The State of New York lists $21 for subsidized housing with heat included, $45 to $50 where heat is included in rent, and $900-plus add-ons for direct-pay oil, kerosene or propane customers, described in New York's 2025-2026 HEAP benefit schedule.

How the money reaches your bill

Heating aid is normally a one-time seasonal payment sent directly to the utility or fuel vendor as a bill credit. The Iowa Utilities Commission notes limited exceptions, such as heat-included rent. Households facing shutoff, empty fuel tanks or broken heating equipment can seek separate emergency aid.

Pennsylvania set 2025-26 crisis grants at $25 to $1,000 in addition to regular cash grants.

What LIHEAP will not cover

LIHEAP is partial help, not full bill payment. Federal reports state the program is not intended to pay entire home-energy costs. In FY2008, it offset an average 17.3% of residential energy costs and 43.3% of heating costs nationally, according to the HHS Administration for Children and Families.

Plan for a remaining balance after the credit posts.
