Holiday Utility Bill Forgiveness Programs: Do They Exist?

Learn which winter shutoff pauses and arrears credits can lower what you owe before the holidays.
No federal holiday program wipes out home utility bills. Holiday help instead means winter shutoff limits, heating aid, and earned credits on past-due balances. The U.S.
HHS Administration for Children and Families says federal aid flows through LIHEAP for heating, cooling, crisis and weatherization through state block grants LIHEAP program description. Forgiveness here means a utility reduces a past-due balance after you make agreed payments. A shutoff pause is different.
It delays disconnection but leaves the full bill owed.

What counts as forgiveness?
A pause gives extra time. Forgiveness lowers the amount owed. Many holiday rumors mix the two, so read the terms closely.
Check three points before you act. Ask whether disconnection is delayed or debt is reduced. Ask whether you must enroll and pay current charges.
Ask what happens if you miss a payment.
Do utilities pause shutoffs for the holidays?
Yes, some states limit winter disconnections. New York bars residential shutoffs for nonpayment during the two-week period covering Christmas and New Year's Day. The same protection covers holidays, the day before, and weekends.
Cold-weather cases from Nov. 1 to April 15 also need extra outreach, with at least 35 days after arrears plus 15 days' termination notice, according to a Nov. 20, 2025 reminder from the NY Attorney General November 20, 2025 consumer-rights reminder.
That kind of rule stops a shutoff. It does not erase the balance. You still need a payment plan, heating aid, or an arrears program for the debt itself.
Which arrears plans actually reduce balances?
Maine utility Versant Power forgives up to 100% of past-due balances up to $6,000 through monthly credits. Enrollees earn the credits by paying current bills on time, based on Versant Power arrears program details. Pittsburgh Water offers a 24-month path for income-eligible customers.
The improved Arrearage Forgiveness Program took effect Sept. 1 and lets customers earn forgiveness of existing past-due balances by paying current charges, based on the Pittsburgh Water debt-forgiveness announcement. Both plans require action and steady payments.
Neither grants automatic holiday erasure. Missing the current bill can pause or reduce the credits.
How to act in December
Start with the bill in front of you. Note the past-due amount, the current charge, and any shutoff date. Then contact the utility and the state LIHEAP office before the holiday closure period.
Pay the current charge first when an arrears plan requires it, because missed current payments stop the credits.
- Ask if a holiday or weekend shutoff pause applies to your account.
- Ask if an arrears-management plan fits your income and balance.
- Ask what payment keeps service on while aid is pending.
- Apply early for heating or crisis aid, since funds are limited.
