The investigation also reported possible unlimited losses, inconsistent ID checks, and no independently tested payout rates.
Continued operation therefore should not be treated as evidence of fair odds, consumer protections, or legal approval, according to the News & Observer investigation. Those names are examples from 2025 reporting. They do not establish which businesses remain open or what services they may offer in 2026.
What does North Carolina law prohibit?
North Carolina G.S. 14-306.4 prohibits operating or promoting a chance-based sweepstakes through an electronic machine's entertaining display. The restriction covers displays used to enter, reveal, or announce prizes.
The prohibition can still apply when a system uses remote servers, accompanies a product with legitimate value, or accepts no payment directly through the device. These details do not remove a chance-driven system from the statute's scope. The North Carolina Supreme Court applies a predominant-factor test.
If winnings and losses vary primarily through chance rather than a player's actual skill or dexterity, the video sweepstakes remains prohibited under Gift Surplus, LLC v. State.
Does an open storefront have city approval?
No. Raleigh does not have a general city business-license requirement, according to City guidance updated June 26, 2026. A visible sign, storefront, or period of continued operation therefore does not amount to municipal approval.
Zoning still determines which business uses may operate at a location. Separately, the News & Observer reported that Raleigh Police had not taken electronic-gaming enforcement action against the investigated parlors. For consumers, the practical distinction matters: no enforcement action is not the same as a finding that a game is legal, safe, or fair.

The North Carolina Department of Justice says requiring an upfront payment to collect a sweepstakes prize is illegal and indicates a prize scam in its consumer guidance. Do not send the requested fee or disclose payment information.
